Do You Need EPA 608 Certification to Buy Refrigerant?

“Do I need a license to buy refrigerant?” is one of the most common questions in HVAC. Here’s a plain-English overview of EPA Section 608 and 609 certification and what it means when you purchase refrigerant.

What is EPA Section 608?

Under the U.S. Clean Air Act, Section 608 governs stationary refrigerants used in home and commercial HVAC/R equipment. Technicians who maintain, service, repair or dispose of equipment containing regulated refrigerant must hold EPA 608 certification, and sales of many refrigerants are restricted to certified technicians.

The four 608 certification types

  • Type I — small appliances
  • Type II — high-pressure systems (AC and heat pumps, including R-410A and R-22)
  • Type III — low-pressure systems (chillers)
  • Universal — all three types
Rule of thumb: to purchase most stationary HVAC refrigerants (like R-410A or R-22 replacements), you’ll generally need at least the matching EPA 608 certification — Type II or Universal for common AC work.

What about automotive? (Section 609)

Mobile vehicle A/C falls under Section 609. Shops must use 609-certified technicians. Small self-sealing cans of some automotive refrigerants may be sold to the public under specific conditions — follow the current rules for your product and state.

HFC sales restrictions are evolving

Under the AIM Act, the EPA has been extending sales restrictions to certain HFC refrigerants. These regulations change over time, so always confirm the current requirements before purchasing.

How do I get certified?

EPA 608 certification is earned by passing an EPA-approved exam through an authorized certifying organization. Many offer the test online or in person, and certification does not expire.
